A Professional Planning Career In Manitoba

Manitoba's community planning professionals have developed careers in a wide range of settings. Although most may be found in government at the local, provincial and federal levels and employed in such areas as resource planning, environmental planning, social planning, city planning, community revitalization, neighbourhood development, rural land use planning, community economic development or policy research, others are university teachers or in private practice as consultants.

Given the scope of the planning field and the extensive training they receive (most have several university degrees in such disciplines as economics, geography, political science, architecture, engineering in addition to their planning credentials), professional community planners tend to be able to adapt their skills to the demands of the market place. For example, during the 1970s many new graduates found land use planning jobs in government or with private consultants. In the 1980s and 1990s, there was a significant emphasis on rural community and economic development. Currently there is a particular interest in planners with strong GIS computer skills, and urban redevelopment and sustainable development specialization. Openings in various areas of community planning may be anticipated in the next few years due to retirements.

The various fields of community planning offer numerous opportunities and possibilities for professionals with strong academic backgrounds coupled with the capabilities of teamwork, communication, managing conflict, hard work and an understanding of the world around them. Specialization in related fields provides additional marketability.

Prospective community planning professionals are encouraged to have or seek a strong education in a field related to planning, coupled with a degree from an accredited university program recognized by the Canadian Institute of Planners, and to search out opportunities to gain initial on the job experience. The affiliated Manitoba Professional Planners Institute (MPPI) sponsors a mentorship program that links practicing professionals with planning students to advance development and career opportunities.

Community Planner (City of Brandon)

(Approx. 13 month term)

Description:

The Community Planner administers and enforces the Brandon and Area Planning District Development Plan and Municipal Zoning By-laws and process development applications.

Qualifications

  • Proficient use of computers, with particular emphasis on AutoCAD, Geographic Information Systems and Microsoft Office;
  • Experience working with ArcView;
  • Strong planning and organizational skills with a focus on handling multiple projects at once;
  • Strong communications skills;
  • Familiarity with the practices of municipal government in the regulation of land use and development.
  • Demonstrated ability to read site plans, landscape plans and building elevation drawings, land titles documentation and aerial photos;
  • Ability to interpret by-laws and convey this information to others associated with the work;

Education:

  • Grade 12, G.E.D., or Mature High School Diploma;
  • Degree in Planning or a related field (mandatory)
  • Eligible for membership within the Canadian Institute of Planners.

Experience:

  • Three years experience in development control (preferred)
  • Experience in a government setting (preferred)
  • An equivalent combination of experience and education shall be considered.

Other:

  • Hold and maintain a valid Class 5 Province of Manitoba driver's licence.

Community Planner (The Selkirk and District Planning Area Board)

The SELKIRK AND DISTRICT PLANNING AREA BOARD is accepting applications for the full-time position of Community Planner.

The Community Planner is responsible to provide professional planning services in the areas of community planning, land use and community development in support of sound local decision-making by municipalities, planning districts, community round tables, and community and regional organizations. The Community Planner assists the Manager in the administration of the responsibilities delegated to the Selkirk and District Planning Area Board under The Planning Act and other legislation and provides advisory services to provincial departments and the public with respect to land use and sustainable development programs, projects, applications and municipal initiatives.

This involves:

  • Interpreting provincial legislation, policies and regulations, local development plan policies and zoning by-laws;
  • Processing of subdivisions ensuring conformity with zoning by-laws,development plans, local by-laws or provincial land use policies. Provideadvice and assistance to rural councils;
  • Processing of zoning amendment applications, variation and conditional useapplications;
  • Providing member municipalities with land use planning advice on planningrelated issues, which requires attendance at council and board meetings;
  • Assisting in the preparation of the Development Plan and its amendments.

Together with excellent written, oral and interpersonal skills, the successful candidatemust possess the following:

  • Minimum of 3 years experience in community planning and development;
  • A post graduate degree in planning or related field, or equivalent education and experience;
  • Knowledge of municipal and provincial legislation and computer technology(GIS/MapInfo) related to land use planning and development applications;
  • Knowledge of the administration and enforcement of development plans and municipal zoning by-laws;
  • Membership or eligibility for membership in the Canadian Institute of Planners.
